The vulnerable code is only in the apr_dbd_oracle provider (dbd/apr_dbd_oracle.c). Ubuntu packages do not build it: debian/rules never passes --with-oracle, there is no libaprutil1-dbd-oracle binary package, and the Oracle client is not in the archive.
